Application FAQs

1. Can I print a blank application?

Yes, you can download and print a Word Document to capture narrative fields. The Cal-E-Force system will provide access to the two templates: Single Employer and Multiple Employer Contract. Please note, these templates cannot be uploaded into the Cal-E-Force system, an applicant must use the CalEForce interface to enter the Application data.  

2. Can I work off line and then cut and paste?

Yes by using the downloadable Word Document templates you can cut and paste into many of the appropriate fields. Some of the functions use drop-down features or calculations to streamline the application, these features will need to be used to select the appropriate choice. Note: While some calculation fields in the online application will automatically populate, this will not occur in the downloaded Word Document version. 

3. Why does the employer have to authorize a development subcontractor? How is this done?

This authorization step is to ensure applicant security and control of access to an applicant’s data.  This authorization process has replaced ETP’s legacy process for an Applicants signature on the Application. Information on the process steps are provided in the Cal-E-Force training and reference materials.

4. Why and how does the employer have to authorize an administrative subcontractor?

This authorization step is to ensure security and control of access to a contractor’s data.  Authorization will occur as part of the contract management process and will be similar to that of a development subcontractor authorization. 

5. What are the major sections of the Single Employer application?

There are roughly 21 steps for the application process of a Single Employer.  Most are separate screens.  Some are conditional pop-up questions based on answers to the prior questions.  Provided here are the major steps or sections.

7. Are the applications for the MEC and Single Employer the same?

No they are not as they result in different contracts and require different data elements. 

 

8. How do I know the status of my application?

You will be able to log in and see submitted status.  For more specifics on the application status, you can email AAU_Status_Inquiry@etp.ca.gov 

9. What happens if I start the application but can’t finish it?

The applicant can return to the Application to complete it at a later time, as long as the first page was completed and clicked on Next.  If the user did not finish the content on page one and move to the second page using the NEXT button then the application will not save and the user will need to start fresh.  The first page has 2 questions. 

10. What happens if I submit the application and need to make changes?

You can contact the ETP Application and Assessment Unit (AAU) and request the application to be returned; you may request the AAU to modify the application for minor changes; you may request to cancel the prior application and start over. 

11. When will I know if my application will be developed for Panel review and approval?

An ETP development analyst will reach out to you and you will see a status change on the application. In the future, Cal-E-Force will have an automated notification of application being moved to development for ETP Panel.

12. How do I know who my analyst will be?

You will receive an email from your assigned development analyst.  In the future, Cal-E-Force will have an automated notification of application being moved to development for ETP Panel.

13. When will the application be approved?

ETP applications/proposals are approved by the Panel.  Your application will be pulled on a first-in first out process based on funding available. Please see the funding priorities and limitations.  

14. How long will it take for my application to be reviewed for eligibility?

Application will be pulled on a first-in first out process based on funding available.  When funding is available it will go through a Eligibility review process which takes on average of a week, but could be longer based on level of review.

15. As a MEC do I have to send my participating employer demand list?

Yes for MEC Applications, the Participating Employer Demand list is required at Application submittal .

16. Do I have to submit Union Support and Notice of Intent letters as part of the application?

Yes, if applicable, these documents will need to be uploaded into the system at Application submittal .

17. At what point will ETP determine if the application is incomplete?

The submitted application will be reviewed for eligibility and completeness. Incomplete applications will not move forward.
