Panel Members

ETP is governed by eight Panel members: Three members are appointed by the Governor. Two are appointed by the Speaker of the Assembly. Two are appointed by the Senate Pro Tem. The Director of the Governor’s Office of Business and Economic Development (GO-Biz), or his/her designee, shall serve as an ex officio, voting member.

Douglas R. Tracy

Senate President Pro Tempore Appointee

 
Douglas R. Tracy of San Diego currently serves as an International Representative for the Sheet Metal, Air, Rail and Transportation Association (SMART), representing Region 7, which includes California, Nevada, Arizona, and Hawaii.

Gretchen Newsom

Speaker of the Assembly Appointee

 
Gretchen Newsom is an accomplished and talented political strategist, community leader, and advocate of working families. She is an International Representative for the Ninth District of the International Brotherhood of Electrical Workers (IBEW), specializing in labor relations, government affairs, and community advocacy.

Derek Kirk

Senior Advisor for Economic Policy for GO-Biz

Derek Kirk is the Senior Advisor for Economic Policy at the Governor’s Office of Business & Economic Development, where he leads the Governor’s California Jobs First initiative on behalf of the California Jobs First Council.
 

Jennifer Fothergill

Speaker of the Assembly Appointee

 
Jennifer Fothergill is part of the team at the Northern California Chapter of the National Electrical Contractors Association (NorCal NECA) where she is the Director of Business Development and Government Relations.

Rebecca Bettencourt

Governor’s Appointee; Chairperson

 
Bettencourt has been Senior Manager of Workforce Development and Corporate Education at E. & J. Gallo Winery since 2011. She was Manager of Training and Call Quality for the California Telephone Access Program at Communication Service for the Deaf from 2009 to 2011. 

Rick Smiles

Governor Appointee

Since 1995 Rick has been a proud Union Laborer and Labor Representative in San Diego. Continuing his passion for supporting and protecting the Laborers’ Union, their rights, and their mission, in 2010 Rick was elected Vice President of Laborers Local 89. In 2013 Rick Smiles was elected President of Laborers’ Local 89, a position which he still holds today along with proudly serving as a field representative for the Southern California District Council of Laborers.

Michael Hill

Governor Appointee

 
Hill has been Senior Director of Talent and Organization Development at Applied Materials since 2015. He was Director of Learning and Development at Lam Research from 2008 to 2013 and at Spansion from 2005 to 2008.

Michael Greenlee

Senate President Pro Tempore Appointee

Michael Greenlee, a professional in the field of unionized labor, has been an active Union Glazier since 1994. Currently, he holds the position of Political and Communications Director for District Council 16, International Union of Painters and Allied Trades.
