The Special Employment Training (SET) projects are designed to improve skills and employment security of frontline workers in projects that do not meet standard employer or trainee eligibility requirements, but are a priority for workforce training. SET projects support frontline worker training, as follows:
- workers may be employed by companies that do not face out-of-state competition;
- generally, workers must be paid at least the State average hourly wage;
- workers may be trained in regions where the unemployment rate is significantly higher than the State average;
- small business skills training is available in business management, as well as related skills training for small business owners employing at least one, but not more than nine full-time employees;
- workers may have barriers to full-time stable employment; and
- workers may be employed by companies in seasonal industries.
