Mr. Cooper has over 25 years of experience working on labor and workforce policy at the international, national, state, and local level. He was appointed by Governor Edmund G. Brown Jr as Assistant Director of ETP in May of 2012. Mr. Cooper oversees external affairs and advises the Executive Director on workforce and administrative policy and issues. He supervises the Marketing Unit and manages ETP’s $20 million in contract allocations for apprenticeship, special populations and environmental training. Prior to coming to ETP, he worked on workforce training and low-wage worker issues for the California Labor Federation from 2000 to 2012. From 1992 to 2000 he worked for the AFL-CIO in Washington, DC, and for the Service Employees International Union in Oakland, California.
Mr. Cooper has extensive government, labor, and non-profit sector leadership experience and knowledge of organization development concepts and theories, providing him a solid foundation to assess and manage complex organizational issues such as strategic planning, team dynamics, and conflict management.
Mr. Cooper received a Master of Arts degree from CSU Sacramento in International Economic Affairs and studied at the Eberhard-Karls University in Tuebingen, Germany, for two years. He holds Bachelor of Arts degrees in International Relations and German from CSU Chico.
